by the Board of Customs and Excise to state,
for the information of the Secretary of State,
that any goods imported into this country, either for home consumption or for transhipment, are liable to seizure and are, in fact, seized irrespective of ownership if they have been imported in contravention of the law relating to trading with
the enemy.
